i understand that for any brand new HDB flat, you are not allow to sell the flat before 5 years of occupancy. does this apply to resale flat as well? also on what grounds will HDB reconsider whether the flat can be sold before 5 years?

Five years is only applicable if you buy a flat direct from HDB, it does not apply to resale.
For resale flat is 2 and a half year.
But for resale flat that one buy with the grant like the first time grant and near the parents grant - the five year still applies.
There will be no special conditions applicable that will allow this to be shorten.
Even if a couple divorce before the 5 years, if they want to sell they will have to sell back to HDB. Or they will have to keep if for 5 years than resale.
As strict as that.
oh got it. so resale flat on needs 2 hald year. it's for my parents. i just got an apartment, thinking of asking them to sell their flat and move in with me.
