Call HDB, Town council, police, Civil defence, ambulance, hospital, lawyer. Sue your neighbor till they pay every cent. Hehehehehee........

Better to ask police or ask HDB first before confronting neighbours directly. Peace.

It is actually the roof water tank pipes that are leaking as most of the old pipes are made from Iron, now they have replace the pipes and everything is ok now. Thks for all the advice.

When I was living in New York, I had a similar problem. It was an old house with cast-iron pipes that had corroded. So I called some NYC plumbers and they replaced them with new PVC pipes.
