Most western countries have carpet as their flooring, and they have heavy duty vacum cleaner wet n dry ones. And it is a must to shampoo the whole house carpet every year. So most of them take it as granted that shoes can be wore into the house. Chinese culture due to feng shui saying you will bring in the dirty things into the house so no shoes.

Just out of conveniences, their houses are bigger over there with double story and big family, so it is easier for each individual to keep their own shoes. If not the front of the house will be fill with shoes.
Bath room slippers are worn by most family, if not feet will always be wet and walking around the house with wet feet ?
