Apartment could not be sold to foreigner but Condo could.
I think walk-up apartments (4 storeys or lower) cannot be sold to foreigners in the past but there are no restrictions on sales of apartments to foreigners now. The difference between condo and apartment in Singapore seems to be the landsize. Residential blocks sitting on parcels of land smaller than, I think, 0.4 ha are classified as flats/apartments whereas bigger plots are classified as condominiums. As apartments' land sizes are smaller, apartments tend to have less facilities than condos as well.
